Winnipeg school division wants MB drinking age raised to 19?

Per the article below, Winnipeg's St. James-Assiniboia School Division would like the age people are allowed to drink in this province raised to 19... reason being that:
"principals fear that some students who can legally drink are choosing to go into licensed establishments at lunchtime."
Currently only us, Alberta and Quebec allow drinking at 18 in Canada. Per the wikipedia link below, however, there are all sorts of different ages used worldwide but 18 seems to be the most prevalent:

In the US, laws vary by state but Federally there is a law mandating that "revenue will be withheld from states that allow the purchase of alcohol by anyone under the age of 21"
Is raising the age to 19 in Manitoba a good or bad idea in your opinion?
