Should Brandon ban bottled water?

Per the article below, the Federation of Canadian Municipalities has asked its member cities and towns to ban bottled water.
The call is based on environmental concerns related to the amount of bottles used and how many do not end up recycled.
They also cite costs:
"Buying a bottle of water costs approximately $2.50. The cost to produce water in the city? I can fill up 6,000 little bottles for the price of $2.50"
Should whether or not people make use of bottled water be a personal choice, or is this a necessary step in your eyes given the concerns? Do you feel Brandon should take a leadership role and be one of the first to follow this recommendation?
