Should divisions be allowed to close schools?

The linked article below is sure to generate reaction in some circles.
Nearly a year ago the Provincial government put a moratorium in place preventing Manitoba schools from closing.
The author of the article makes the case that this policy is misguided and that school divisions should be able to make the choice to shut a school's doors in the face of declining enrollment.
Their suggestion is:
that "the provincial government should undertake a significantly different approach and make it easier for parents to send their children to whatever school they choose. School openings and closures will then follow parental choice"
