Should there be seatbelts on our school buses?

Per the linked CKX story below, some feel it's time to consider having seatbelts on school buses.
The division Scolaire Franco-Manitobaine would like the province to make them manditory. The Province has no plans to impliment changes and Transport Canada's recommendation is to not have them. The article quotes the BSD chairperson as saying that they're normally regarded as safer without seatbelts.
Thoughts?
