MB dropout rate.. highest in Canada at 12.6%

Was just reading the writeup at the link below where they cite a study that shows the high school dropout rate for Manitoba is a Canada-highest 12.6%.
Kids dropping out of high school if of course something that happens, but was surprised to see that it was that high.
Two questions:
- What causes a person to drop out from high school? is there anything specific to the Prairies that would make us "Above the National average" ?
- What can we do to make sure that as many of our teens as possible get a full high school education?
