I had to vent: re Manitoba Housing

Ok so here is my problem:
I live in a mb housing duplex paying close to a 1000$ a month rent, nothing has been repaired or fixed here(as they were to be done last OCT), I was suppose to get a new stove about 8 months ago cause mine smokes and shoots sparks, still havent gotten it. I am upset cause housing takes 27% of your income before deductions to calculate rent but they dont realize the amount of deductions i get, the fact I have a growing child to feed, and man can my kid eat! I went to talk to them aboutit, because i am struggling to pay my rent and other utilities and feed my family. i mentioned others who live in housing but do not claim there other half and I was told that if the other half has a different address than they are not considered living there and their income is not considered in the rent calculation Because I was honest with them when i moved in i feel like i am being screwed around. My worker even told me i should have just applied for me and my child and my other half could have been living here and there income not be added into the rent calculation, she also said that if she looked into every complaint that came in or every concern that came in it would be all she would do,(which is more than she is doing now) Also she told me to quit my job and go on welfare so that welfare will pay my rent and utilities and i can sit home and still have money coming in.which is nuts, i am able to work and i will work my ass off to provide for my child and take care of business even if it kills me.
Next thing is a friend of mine also lives in housing single mother with 2 kids in a small 2 bedroom. where she lives there is a whole bunch of weird people. Some guy walk around the apartment building naked, people have sexual intercourse in the yard where the kids play, strangers knocking on the door at all hours. its terrible. She finally got a hold of her worker after leaving messages and going in there to see her. She asked her worker for a transfer due to health and safety issues. The worker told her that there was nothing available, when we told the worker of a few places that we knew have been empty for some while, we were told those places were being held for people who were coming from overseas. THATS BULLSHIT!!! I think housing should be helping people who already live here in the city, not wait for more out of country people to come here. I am just wondering who i would be able to talk to about these issues without causing me to be evicted cause i piss housing off.
