Norway House Cree Nation Chief Marcel Balfour wants a bylaw in effect that would see serious troublemakers in Norway House Cree Nation banished from the community if they refuse help for there problems. But Indian and Northern Affairs Canada (INAC) says that, however serious the issues, Norway House lacks the power to enforce such a bylaw.  
 
So, considering the shortage of housing in the cities, with no jobs, troubled pasts where are they going to go. Of course they will end up in Winnipeg with no skills and causing more crime. But, as said it would be a hard bylaw to enforce. I give Balfour credit for trying to do something though.
