Provincial cabinet shuffle. Where does Drew Caldwell factor in?

With Greg Selinger now settling into his job as premier, much talk has turned into discussion of who will be in his cabinet.
Brandon-East MLA has in the past held the posts of Minister of Education and Training and Minister of Family Services and Housing.
Reading a few articles and blogs around the net, there are a few suggestions and predictions for how Mr. Caldwell could factor into things if/when a cabinet shuffle announcement is made..
Curtis Brown recommends that Selinger make him Minister of Intergovernmental Affairs in order to get Westman back on the map:
