CRTC and "local" tv

Ok the debate is on.The CRTC has even opened up and asked for online comments re the fight between cable/sat/CBC/CTV etc.
In other posts everyone knows my stance. Here is a new twist and it relates to our lost CKX.
A new charge if its come to be that is to be used for local stations is too little too late. CKX is gone. Fine so now that we have no local station no matter how the chips fall in Ottawa we should not see a penny added to our cable or sat bills. Please do not tell me that WPG stations will be treated as our new local stations.
The two single station markets (Red Deer and us) I believe have been local for so many many years that if this is charge is added we should be able be free of it. We had a local station now we do not.Unless one fires up at the same time as the new rate increase- we should be grandfathered. NO CHARGE for what we do not have.
Remember Brandon was a near the start of tv in this country and it was among the first to have a local station in a market this size. We have proven its a single TV market. Now that that CKX is gone no local TV charge should apply to us.
There is no way I want Wpg stations to be considered our local TV - it is 200 miles away.
