Residential overnight parking ban re Winterpeg

I see that the powers that be have announced a ban on over night parking in all areas of Winnipeg for the little while.
I could just imagine how that would go over here in Brandon . I wonder though why they did it city wide and not in quadrants or north south etc. It is supposed to be for three or four days.
