Faron Hall - did the system fail him

While I think Mr. Hall is an absolute hero, I am not sure I agree that the system has failed him. He has been given opportunities to get treatment and rec'd treatment. At what point must one be responsible for their own actions?
I don't pretend to know what an alcoholic goes through, but I would think only so much help can be given, before you have to take it upons yourself to make the right choices.
