Do the Liberals want to lose?

I had thought and hoped that the blunderings under Dion were just his legacy, or strongly influenced by him and his people. The CBC has news today on the Liberals new big plan. The first real presentation that's getting any coverage or sign of direction from the party, and the the subject is "Liberals promise national food policy"?
Does the party just not want to get back into power? How is it that they made such politically sound and safe moves when in power, and now are just jumping from one circus stunt to the other. Tell me they are gonna turn things around before reaching the low of our provincial conservatives trying to get elected on the promise of bringing back the Jets.
Can anyone explain or have an inside line to what has driven the party so far into the land of incompetence that their efforts are doing more to help the Conservatives get elected than themselves?
I'm no Liberal party fan, but our country desperately needs infinitely more of them than what we've seen since they fell from power.
