Hybrid cars

Early Friday morning a Dodge Neon collided with a taxi in Winnipeg. A 20 year old woman died and eight people were injured. According to authorities in Winnipeg the Neon was a hybrid car and because it contains high voltage wiring it was difficult to evacuate the injured woman. This leads me to ask:
are these cars safe to ride in?
was the difficulty of removing this woman from the wreck a cause of her eventual death?
are our city of Brandon emergency personnel trained in safe and efficient methods of rescuing victims from this type of vehicle?
