Drunk drivers in Winnipeg

On CTV news today they aired a story on what the city plans to do to deter people from holiday triggered drinking and driving: release their names. What a great concept except this should be done year round to encourage all that a couple drinks are too many if you are driving. In Winnipeg 57 people around the holidays were charged with impaired driving and the city also plans to set up police around social halls, bars, etc as well as check stops.
What are Brandon's plans?
