MPI Letter - LOOKING FOR EDITORS

I recently received a final letter from MPI that…”Under a new Manitoba law, certain vehicles must have approved immobilizers before their Autopac policies can be renewed. You own such a vehicle, and your Autopac renewal date is less then three months away.” And so on.
This is not the first letter regarding immobilizers that I have received from MPI: but it is the first one that states that I am obligated to get one installed. The previous letters have been announcing that I was eligible to receive an immobilizer and making it sound like it was an exciting free offer and that I should feel like I had won a prize. I do not feel this way.
I am pretty sure that this is useless but I still feel compelled to compose a letter to them and I am looking for editing / addition suggestions. This is the basic idea that I would like to deliver below, which is a parody of the most recent letter that they have sent me: what are your ideas?

The MPI monopoly and the Manitoba government have given me less then three months to install an immobilizer in my vehicle.
Dear MPI
Under a new Manitoba Law, which the MPI monopoly has aided into policy, states that my vehicle must have an approved immobilizer before my Autopac policy can be renewed. I have three months to do this.
After dealing with MPI representatives on the phone and finding no available appointments at my top reputable choices of places to get work done on my vehicle, I have given up. I have taken the matter into my own hands and although I feel like it is against my will, have made an appointment. Oddly enough that there was availability with my top choice, to have the immobilizer installation completed tomorrow. I will keep my VSIB Certificate of Registration so that when it comes time to renew my yearly pact with MPI, I will be permitted to do so.
I can remember the fact that there is no cost for a standard installation*.
*I require an above standard installation and will have to pay accordingly. It is very nice to offer financing for me to be able to complete this installation – but my preference is to do as little business with MPI as possible.
My vehicle and community are worth protecting.
In the past year, innocent people have been run down, injured and killed by reckless auto thieves. And my vehicle has the risk of being involved in such a tragedy. My I suggest instead of bullying law abiding citizens into this ‘Big Brother’ ordeal: lets immobilize the reckless auto thieves that MPI speak of. I am sure that there are many less car thieves then vehicles at risk. It is my personal belief that the money spent on providing immobilizers to the public – everything from advertising, literature, man hours inclusive to the physical immobilizer – could have been distributed more appropriately. Such as the following:
• Investing money in law enforcement
• Programs to keep kids out of crime
• Keeping dangerous and repeat offenders incarcerated
• Have harsher penalties to be a greater deterrent to crime
• Track thieves / repeat offenders with microchips or GPS devices
I have booked my appointment and informed MPI of such, but I am sure that MPI will continue to waste money on literature and man-hours and send me a couple more letters regarding your ‘Big Brother’ enforcement and concerns about community safety.
