Portage a mini WInnipeg?

In the news there has been crimimal incidences in Portage involving victims of assault and worse, is it just me or is Portage getting worse? We used to pass through regularly and its a decent looking town. Is it just a sign of the times that Portage is reporting more negative activity or was it always like that?
