Factual history of Sioux Valley

Can anyone tell me the actual history of the formation of Sioux Valley?
I'm reading todays newspaper & legitimately don't understand the infighting amongst the Native groups. Some of it seems to be that the Sioux Valley "band",(I don't know the correct terminology), does not have equal standing in the AMC. Is this accurate?
