If you really wanted people to attend the meetings, why not have them in the evening instead of 4:30. I live in Oakland but work in Brandon until 5, so it is impossible to make a 4:30 meeting. I'm sure many ratepayers are in the same situation. As well as that time of day, kids are coming home from school, meals need to be made , etc. I could make a 6:30 or 7pm meeting but I will never be able to make 4:30 and that doesn't make me "part of the problem". Just trying to make a living.
