The cost of managing these resources is high, officers are expensive and not enough of them, these poachers are pros they are organized they are trafficking the meat, these fines would be painful to the average guy but I don't think it would deter the pros they are already been blamed for the decline in the moose population these guys don't care they will hunt them till there all gone.

Higher penalties are great. But you still need boots on the ground and unfortunately the manpower is an absolute joke for policing wildlife in this province

Have to catch them first. I am disgusted the many are using their harvester card as a free pass. Areas where everyone has one they don't even bother to check anymore. Just because you have that free pass to take advantage of doesn't mean you won't eventually get caught selling what you kill or killing for fun. Conservation officer seems like a useless job to me, half the time they uthenize animals instead of 'conserving' them anyways.

It seems to be that in a lot of cases it is so much easier to shoot the animal then it is to tranquilize them and re-release them back. I know in some cases that is not possible, but I think that understaffing is part of the problem. the system needs fixing for sure.

laws don't ably equaly to all people,if you dont know what is taken it is hard to do regulate,with no tags or season for some, conservation is out the window

The Brandon office used to have local officers staffed there for years. No more, now just district managers doing paperwork.  
The Carberry officers travel as far west as Brandon. The Virden officers travel as Far East as Brandon. Quite a stretch.  
Unfortunately for conservation in this province it is always a reactive approach and not a proactive approach.  
 
It would be really nice to get the non hunting crowd involved in wildlife conservation. I think a lot of eyes would get opened up as to the resources we have here and the sheer abundance of wildlife here in the province.  
 
It shouldn't just be the hunting and fishing crowd involved and invested in our wildlife.  
 
The topic of harvestor card and treaty Indian I won't discuss. But I will say this will lead to the demise of big game in this province. Moose are first on the list.
