Montreal dumping the sewage is probably not as bad as might seem since its primarily organic waste, and flows straight to the ocean, where the effects are negligible, if anything a net positive, as plankton would feed on it, increasing the health of the fish ecosystem.
Winnipeg too has dumped 185 million liters of sewage since 2004, which is more concerning because the sewage goes to lake Winnipeg, acting as a natural fertilizer and contributes to the algae problems that are ruining the lake.
