Lemon Law proposed in Manitoba

Manitoba is looking at introducing a lemon law to make it easier for buyers from used car dealers to get information on a vehicle's history. Under the law, dealers would have to provide a vehicle's collision history and repair history along with wheather a vehicle has been labelled a "lemon."
Is this a concept whose time has come?.. provided that it's implimented in a way that's respectful of dealers. It shouldn't be meant to imply any dis-trust, but it would be hard to argue with a car buyer being deserving of this information as long as it can be made readily available without too much extra cost to dealers.
One question that comes to mind.... is there a way to take it further to mandate that private used vehicle sales are subject to similar standards?
