I saw those ads too and thought the same so I emailed Elections Manitoba. The act was changed in 1991 to allow advertising on election day.
Here is the exact reply I recieved:
Changes to The Broadcast Act (1991) eliminated the blackout period for political advertising. For more information, contact the Canadian Radio-television Telecommunications Commission (CRTC), at 204 983-6306 (Winnipeg callers), or toll free: 1-877-249-2782 (outside Winnipeg).
Please note:
- Campaigning can occur on election day as long as it is not conducted in the voting place or at ground level within a 50 metre (164 ft.) radius of the entrance to a voting place.
- Literature, signs, posters or other documents about candidates, parties or issues cannot be posted within 50 metres (164 ft.) of the entrance to a building with a voting place.
- Only election officials are permitted to post election-related notices near the voting place on election day.
