Province may hold firestarters accountable financially

I found it interesting to read this morning that if it can be determined who is responsible for starting some of the more recent forest fires up North, the Premier may be considering holding them accountable legally:

Right now the dominant want of thinking is that the fire in question was started because of a train.. meaning that they could hold the railway accountable.
What do people think about this way of deterring future similar situations? Is there any way you can think of to extend this to holding individual people financially accountable as well when forms of arsen are proven to be their fault?
