if someone knows who to contact thank you

You'll want to contact Service Canada, they handle all of that. (May be able to go down to the building on princess if you're like me and don't like waiting on the phone)  
 
If you owe money to the government (not saying you do) you won't receive it. Friend didn't realize he owed, and called to find out they'd garnished it for his balance owing.  
 
If your direct deposit, you should have received it. If your mail out, I believe they say to wait 10 days.

My son got his gst cheq in the mail last Monday.
