Should Hydro charge a higher rate to customers who use more?

Per CBC, that's what is in front of the public utilities board right now.
For the first 900 kilowatt hours, the cost would be $5.98 per. After that, $6.01 per.
On one side, one could argue that this is a move that will force people to think more about what they're using.. resulting in a more environmentally-friendly attitude towards electricity usage. A pessimist might suggest that the end result is allowing more power to be sold elsewhere at a greater profit.
What do eBrandonners think of this idea.. and is this a change that you feel should be approved?
