$1.3 billion per year exporting water to US. Should we?

I just finished reading an interesting article that makes the case that Manitoba could profit $1.3 billion per year exporting water South. They create the picture of a pipeline from Hudson Bay down to the 49th parallel. Based on the current market value for water they come up with the 1.3 billion figure, which could be as much as $2.49 billion if the US pays the cost of the project. Currently the government does not support the idea.
In terms of a net effect on the province's bottom line, it wouldn't be as much as it appears on the surface since our grossing more money would reduce the amount of equilization payments we qualify for from Ottawa every year. Which begs the question.. is this something the province should be pursuing, with the goal of being more self-sustainable?
