From what I understand, it's the CRTC that has the requirement to port phone numbers relatively easily and free of charge. This would apply to any company that is a registered telecommunication operator.
Judging from the list (see
https://applications.crtc.gc.ca/telecom/eng/registration-list) it does not appear to be a registered operator, unless it's operating under a number company or has a different contact person than what I could find Googling (Simon Tian).
Looking at Fonus website, I'm assuming you are basically getting a US phone plan, and then can roam wherever in North America. All prices are in US dollars, which even after conversion can still be a good deal. My question would be whether you are still getting 5G while roaming, seeing how you're basically hitching a ride on local providers. I don't know enough about how that works.
But you're probably stuck having to get a US phone number. There's no portability between countries I don't think.
