No, do not use a 20 amp breaker if the heater is the only draw on this circuit.
A 2500 W heater draws 10.41 amps on a 240v circuit.
A 15 amp breaker is rated up to a continuous load of 12 amps.
Over sizing your breaker defeats the purpose of a breaker, as it may not trip early enough if there is a problem.
As for the wire, 14/2 is sufficient, but it is permissible to use 12/2 on a 15 amp breaker, so if you already have the wire, go nuts.
