I'm not sure where you're getting this from, but as far as I know, there are no regulations that control the minimum size of a residential dwelling. Unless, of course the RM has some sort of design control in place for minimum house sizes. Strictly speaking, the Building Code has no such requirement. If you decide to build a home that consists of one room housing your kitchen, sleeping room and laundry, that should entirely be your prerogative.
