First I want to thank the essential workers at the Eastview Landfill for working and risking their health during this pandemic. I see they have decided to reduce the hours at the landfill down to winter hours to help slow the spread of covid-19. I know I'm missing something important, so I'm wondering if someone can explain how the reduced hours at the landfill is helping slow the spread. I think the more we know, the safer we'll all be, especially with the second wave coming. Thanks!

they are down to a skeleton crew so they don't have the staff available to run full summer hours for one.

I haven’t been able to figure out either how reducing hours slows the spread. If anything it would be worse because you have more people wanting to use the same service in a shorter window of time.  
I can see reducing hours to give people a much needed break, especially when short staffed, but the only way to slow the spread is to limit use of these places. Only allow access to a certain number of people at a time. Or close all together. Reducing hours really does nothing. I do also think a landfill is a place where social distancing isn’t too much of an issue either. Highly unlikely you will be trying to dispose of your garbage while being closer than 2 meters from another person.

Is it that hard to understand? Fewer hours means less wages to pay.  
Same with businesses, people aren’t shopping as much, so in an effort to remain open at all, many businesses have cut hours to reduce operating costs.  
Others have cut hours to have more time to do a deep clean, without having to pay staff overtime.

Makes sense. It's more about economics than health and safety. I assumed there would be more people coming in right now with yard waste etc. due to the warmer weather. I wasn't sure about the cleaning at the landfill as well. Sorry, just trying to understand the reasoning behind actions. Thanks for the insight.
