completely normal. My basement is at 37% humidity right now and I still have condensation on my windows.  
 
With extreme cold conditions on the outside and the newer homes that are air tight. No matter what we do there will always be condensation on windows.  
 
If blinds are closed at night, do not completely close them to let air circulate behind the blinds.  
 
Also if you want to know your humidity level (RH%), buy a RH% gauge. You can find it at most department stores.

levels ideally should be 40-45% in the winter inside your house. A properly sized unit should be able to achieve this. There are lots of factors to consider however, outside RH, showering, plants,cooking,etc.
