Parents signing up their kids for Facebook

When I logged into my Facebook profile earlier today, I noticed three friend requests: One from my nephew, one from a friend's son, and one from a cousin's kid. Here is my issue: The oldest of the three is 10 years old!!!!!
I sent a 'private' message to my cousin saying that I cannot accept her child's friendship because I am against children having Facebook profiles. Her response: "Don't f'in tell me how to be a parent". I explained that the child's picture will be on there, and these days anyone can gain access and communicate, especially pedophiles and creeps that like little children. She said "well its the only way my kid can communicate with family, and I will tell her (the kid) when she can and can't go on". I haven't responded back.
I want to tell my friend and my sister the same thing, as I do not buy the whole "only way to communicate" thing (there is always a phone). Also, I thought there was a rule saying kids under a certain age CANNOT have Facebook (violation of policy).
My questions:
1 - Should I tell my sister and friend about my concerns and the reason why I will not add their children to my page?
2 - Why do parents (especially mothers) make Facebook pages for their little children? I checked out some pages on my sister's and friend's profiles, and most of the kids are between the ages 4-9, with absolutely no restrictions on their profiles (shows age, city, name, pictures, who the parents are). What are the parents trying to achieve? And to top it off, the parents post on their kids page "please add my son/daughter to your Facebook...It'd make them happy".
3 - Am I just overreacting in thinking this is wrong?
