Kids in foster care because of brother?

This happened in BC, but I feel appalled and disheartened at what appears to be a broken system. I'm not sure if things would be much better here.

What do you think? How should the system have helped them? Did the parents do the right thing by allowing Trevor to come home? Should they have sent the other kids away before it reached a crisis point to stay with other family?
