Party Bag ideas

Ok so I'm having a birthday party this weekend for my son who just turned 4, and I'm at a loss for party bag ideas. I don't want to get too crazy and expensive cause I have a large family and there will be approx. 20+ kids there. Also, what age is it appropriate to not give a 'treat bag" to? Some of my nieces and nephews are teenagers, is that too old?
Any idea is welcomed :o)
