have you ever done this with your kids?

I have a situation that has come up with my daughter and it quite disturbing. She has had this best friend since kindergarten where they have instantly "clicked". The girl moved away from that school, but the mom and I agreed to let them maintain their friendship through playdates and sleepovers. So far we have over the years. They are both 12 now. My daughter's friend has 3 siblings: a sister 1 year younger than her, a brother who is 7-8, and a sister who is almost 2. The younger sister wants to come to our house for sleepovers whenever her sister is invited and the mom now will not tell her no. She always used to in the past, but is making the 2 sisters "stick together" because she has no friends. I feel bad for her, but that is not the point. She will not let my daughter and her daughter play together unless I include her other daughter. I don't think this is right, or her right to insist. I think she should talk to her other daughter. I have never in my life had to deal with a parent like this. I had this situation when I was a kid, but the mom told the sister she had to stay home! Has anyone done this?
