How do I keep my daughter safe? (gang-related)

My 11 year old daughter is being harassed by "gang" members. They keep threatening to jump her in and she wants nothing to do with them. When they go by her while they are on the school bus, they give her the finger and other gestures.
I'm at my wit's end! She came up to me and was crying last night. I don't know what to do. I've called the gang unit and it's been over a week. I haven't heard anything from them. What do I do?
