Is a baby dangerous on an airplane?

Today on the show we're talking about parents who hold a baby on their lap when they fly.
That baby could become a projectile if the flight hits turbulence. A baby is required to be strapped in in a car, why not on a plane? Because parents won't pay for an extra seat.
What do you think about this? Is it safe to hold a baby on a plane?
