They can prevent renewal of a drivers licence or suspension of a passport, but to deny someone something as basic as photo identification just defies common sense. Has to be a mistake.
Even denying a license I think is stupid. How then would someone who isnt in a good financial position who lives in the country or rural town be able to commute to their job to pay the fines or child support. Passport, I understand that, they shouldn't be going on vacation.
Obviously whomever made those rules didn't have even the slightest bit of forsight or capacity to to realize that not every person lives next to public transportation.
There's other ways, like garnishment of wages over and above the cost of living, or seizure of accounts and assets at last resort. But to impede on a person's ability to have a job is just ridiculous.

While I agree maintenance enforcement sometimes resorts to draconian measures, if they weren't behind on their payments it wouldn't be an issue.
From having worked with clients who were "in the system", for every person who cries maintenance enforcement is being too severe, there was three times that complaining that enforcement can't keep up. My SIL is owed 6 figures in child support - 6 figures! - and ME hasn't been able to extract a dime.
To the OP: like others have mentioned, try another insurance place. There may have been confusion over what is allowed. They can withhold a license, but ID cards are not specifically listed on the website - but because they are issued by the same authority there may be extra steps that need to be taken.
