I have been looking both online and through eBrandon for the answer to my question, thus far it remains unanswered. Where would I be able to find out about the maximum height of a fence, ways to increase the height without breaking the law (dense cedar trees, lattice etc…), whether or not an appeal process exists and how said appeal process (if existent) works?  
 
Basically I am fine with building a 5 ½ foot wooden fence; I am just looking to augment the privacy factor with some sort of tree or vine. My main concern is that by adding a semi-permeable layer of wooden lattice to provide me with an 8 – 10 foot privacy wall, I would be breaking the law.
