Pet licensing

What do you ebrandoners think of having to get a license for your pet?
Apparently it's $50 a year! to get a license for your pet if it's not spayed or neutered, and $17 a year if it is. But it's only a $50 fine if you have an unlicensed pet anyway.
I have a cat, and she's not spayed or declawed. She is vaccinated, though.
And she's not licensed. I just don't see why the city needs to know why I have a cat. And why I need to pay every year for the privilege.
What's the point? By some estimates, over 95% of the city's pets are unlicensed. What huge problem would be solved if they were all licensed? (Except maybe we could pay for the firehall.)
