Biting cocker spaniel

Does anyone have any info on teaching a 21/2 yr. old spaniel it's not OK to bite.... be aggresive etc. He has torn the trousers of a pizza del. man, bit a child and growls and snaps at people he isn't familiar with. He has been fixed and generally playful and good tempered. Any advice will be appreciated.
