when to spay and neuter

Our cat had kittens nearly 6 weeks ago. We want to have the mother and kittens spayed and neutered. When is the right time? She is still nursing the kittens. Should we do the mom first? Where is the least expensive place to get this done? The mom has been crying a lot the last few days. I think she is almost done nursing/sexually frustered or something.
