New Dog

I just got a new dog and I do not know what im suppose to do about his behaviour. Yes, I know he is a puppy but I have never seen a dog so bad before. He bites people all the time, growls and bites out of anger if he doesn't get his own way and is peeing in the house and garage even if the door is open to get out and he does know how to get out. Then when I tied him up to punish him he just peed again. Somebody give me some sort of idea?!?!?!
