Advice dog acts aggressive when passing other dogs on leash

My med/small dog has a great temperment. Is fabulous with people and cats. He plays with other dogs when he is off leash and we are at someones house or we have someone over. I live up by Clear Lake and walk my dog at the park regularly. He is 2 years old and spent most of last summer away from other dogs as he had some knee surgery. Our problem is that as we walk by other dogs he starts lunging and acting aggressive. He seemed to only do this with larger dogs at first and now it is with all dogs except puppies. If Iknow the person we may spend some time getting him under conrtol and then introduce the dogs properly and then they are fine. I have been carrying a training treat bag and distracting him while other dogs pass and make a big deal about his good behaviour. I am really actively trying to address this issue, so if anyone has any good advice please feel free to send it our way. Thanks!
