EBrandon Classified ads - Pets

Every day I look at the classified ads for dogs and cats. I wonder if the people that give animals away free should be asking for something for their pet i.e. donation to animal shelter or even $20 or $30 dollars. People always like something free. That does NOT necessarily mean they will be bad owners but I wonder if charging something would weed out some one who might think twice about getting a pet and deter no so good owners. Any thoughts?
