I drove by the scene after the incident happened and saw a woman who was visibly shaken talking with a police officer. Not sure if she was the driver or not (I'm guessing she was). Even if I wasn't the driver but has witnessed the accident, I'd be a complete mess, so she could have been a bystander.
Unfortunately for the dog's family, they are hit with a triple-whammy today: the loss of a beloved pet, vet bill, and an MPI claim against them.
When a domestic animal causes vehicular damage, the owner of the animal is liable for the vehicle owner's MPI claim/deductible. Doesn't matter whether the animal was intentionally allowed to roam or accidentally escaped.
All parties involved are likely feeling terrible today. Sending love and hugs to all involved.
