It looked like the driver dragged the dog a long way under their vehicle down first street - and the dog finally came loose out from under the car at the intersection - I hope everyone involved is alright.

The dog didn't make it

Very very sad. Poor pup, hope it didn't suffer much. Does anyone know if it was a hit and run or if the driver took responsibility?

Sad when things like this happen. How much responsibility is on the driver though? Just wondering...if a dog is running loose and runs into traffic along such a busy street during rush hour I wouldn't suspect the driver is at fault. It's an unfortunate accident. I'm sure the driver feels bad enough.

I understand accidents happen, things happen so fast before you can react, and also dogs get loose before the owner even realizes it. I guess what I meant was I hope the driver didn't do a hit and run, they stuck around to get the dog help. A couple of years ago I saw a dog hit by a car and the driver took off, hoping that wasn't the case here.

If someone dragged the dog for some time, how would they not be aware and stop? If I so much has hit a bag of garbage I would know I hit something and stop.  
 
Heartbreaking!

I know! That boggles my mind and I really hope the poor dog didn't suffer long because of that. Its not like a golden retriever is small bump either.

After think that maybe they were in shock? Or maybe there was a pile up of cars behind them and stopping abruptly would've caused an accident. I don't know circumstances, but I do know that in times like these, everyone is so quick to say what they would've or should've done. It's a sad day for all, the dog, the owners and I'm sure the one who hit the dog as well.

I drove by the scene after the incident happened and saw a woman who was visibly shaken talking with a police officer. Not sure if she was the driver or not (I'm guessing she was). Even if I wasn't the driver but has witnessed the accident, I'd be a complete mess, so she could have been a bystander.  
 
Unfortunately for the dog's family, they are hit with a triple-whammy today: the loss of a beloved pet, vet bill, and an MPI claim against them.  
 
When a domestic animal causes vehicular damage, the owner of the animal is liable for the vehicle owner's MPI claim/deductible. Doesn't matter whether the animal was intentionally allowed to roam or accidentally escaped.  
 
All parties involved are likely feeling terrible today. Sending love and hugs to all involved.
