Discriminating?

The following was posted on Vincent Massey's Announcements today:
"RBC SCHOLARSHIP
RBC Royal Bank is offering twelve $3500 Scholarships for New Canadians. If you are graduating this year, were born outside of Canada and are planning on attending full time at a Canadian college or University this is the scholarship for you"
Something just seems wrong? Not sure if discriminating or if it's the Canadian's money giving away to non Canadians?
