is open at 1:00 - Wal Mart, Shoppers Mall, etc.

depend on each business what they choose to do so maybe call to find out for sure their hours .

had all major retailers open at 1:00. They cannot open before that except gas, restaurants, clinics, etc.

In the UK everyone stopped for 2 minutes at 11am, traffic, buses , pedestrians. Shops were open normal hours but even when playing soccer or other games the ref would stop play and we would stand in silence, heads bowed until the minutes had passed.  
No reason for shops etc to close for the day, that just makes it an excuse for a day off.  
There are currently on social media, reports and images of bus drivers stopping buses and standing off the bus in silence. Traffic at a halt.  
Not hard to use two minutes of a day to remember and be grateful for those who have no days left.

I believe most countries do, most certainly throughout Europe and much of North America.

Closes down. Ontario is one. All the kids attend school and most businesses are open. All but banks and government offices.
