Does anyone know the rules around barking dogs in the neighborhood? There is a house on our block where the owners let their dogs out and they just bark non stop and they generally take 20-60 mins before they let them inside. Obviously we need to let our dogs outside, but considering these ones can not control their barking, what times of day can they be let out? These guys are barking at 5:30AM - 6:30AM quite often and waking our baby! Or their also barking as late as 10-11:00PM. Do I need to call it in?

My mom’s next door neighbors let their dog out at all hours of the day about 20 times per day to bark for at least 20 minutes too. I say she should complain to the landlord of her mobile park but I think she’s too afraid to make waves. I’m pretty sure there is a city bylaw and a trailer court bylaw, would be a good idea to look into it.

Tried to speak to your neighbour and let them know how their dogs barking at early hours sometimes wakes your infant? Maybe your neighbours work and need to let their doggies out for their excersice and such before they are cooped up inside while the owners are at work? We have a couple of dogs in my area (my own dog included) who barks when outside. Usually starting about 6:30 - 7:00ish in the morning. My dog generally only barks when she wants inside or if someone is entering the yard while she's outside. Another pooch barks quite often so it's owner actually put a small cloth muzzle on and that helped the barking no be quite so loud...so to speak....LOL! Another little doggie is a jack russel terrier and they bark and ANYTHING....and it barks all the time when outside...but there is really nothing anyone can do because it IS the daytime and unless it's barking for litterally hours and you have proof, there isn't really much you can do, except during the night after 11pm, I believe, then I THINK you can formerly make a noise complaint.....but I'm not sure because I have never done a noise complaint on a dog before.  
If it's waking the infant, maybe try soundproofing the bays window somehow, like stuff blankets or pillows to buffer out the noise. But I have always had luck with politely speaking with my neighbour's and maybe they can watch and let their dog inside when it barks in the super early hours...is this a new dog to your area? Maybe your baby will eventually get used to the occasional barking and then not wake after a while. I always tried to not keep a quiet house when my kids were small, that way they could sleep threw anything when they were babies! I live in a rough area and there are always police sirens and fighting and yelling outside my house......quite often wakes my little boy.......but since moving here I have found that if I keep a radio turned on in the bedroom all night so there is some kind of background noise, my son sleeps threw the night and barely wakes up, unless it's thunder and it has to be loud to wake him! Try a radio in baby's room to help drown out barking........hope this helped!

Plain and simple, you shouldn’t have to put up with this or make provisions so it’s not a bother. According to the nuisance bylaw which I believe is 24/7:  
 
Except where otherwise permitted by this By-law, no person shall make, continue or cause, or allow to be made or continued, by whatever means, any noise which does, or is likely to, annoy, disturb, injure, endanger or detract from the peace, health or safety of any other person.

3. Without restricting the generality of Section 2 hereof, the following shall be deemed likely to annoy, disturb, injure, endanger or detract from the peace, health or safety of any other person:  
 
Any loud, excessive, or continual barking, howling, wailing, caterwauling or other sound caused by any domestic animal.  
 
Call the animal control officer or the bylaw officers. People need to control their animals.

Curious to know what trailer park you are referring to?

Drives me nuts when he barks outside. We have a fenced yard and our neighbors have little dogs that if they are let out at the same time as ours run up and down the fence line barking at each other. My dog is so trained now that even when theirs is not out he barks at the fence. We have considered getting a bark collar for him cause we feel bad that the whole neighborhood has to listen to that then listen to us yelling at him to stop. He's usually a pretty good dog for not barking but the odd time is just plain annoying when he barks! Sorry to everyone in our neighborhood.

I understand the noise by-laws, but, how is one to know when their noise is annoying another person? People react differently to noises, barking dogs for the example here, can be super annoying to one person, while the next person may be accustomed to barking and therefore not mind or even notice when a dog barks in their area! And how is one to know which person said barking will annoy unless that person comes forward to talk with the owner and make them aware? I feel that once the person is made aware that whatever noise be it barking or music or belching or WHATEVER that is being made in that person's yard on a continuous basis, then by-law may be called if no other way of making things work Can be found.....but I think the owner deserves a notice that their dogs barking is disturbing because maybe the owner has become "ear-blind" and not realising her dog barking at 5am sounds a LOT louder to most people than the same bark at 5 in the afternoon! A decent owner would gladly try to shush her pooch at those hours......I know I WOULD for sure make a point of keeping my dog quiet a 5am, and I DO! LOL! If my girl goes out for a piddle in the middle of the night, and she even gives so much as 1 loud bark without reason then I am right at the door telling her to come inside and be quiet. If it means being let out 3 or 4 times to have a full bathroomnberak for the dog but also stop her from barking then that's what ya gotta do! LMAO!

Were told between 11 pm and 5 am is the restricted time for nuisance noise. During those hours you can file a noise complaint with the police dept. if you live in a trailer court they may have stricter regulations and then it would be beat to contact them to find out. Some people then a dead ear to their pets barks and may not realize what’s happening say if they are in the shower or what have you getting ready for work.
