Leg from a knockdown consumer rack - rubber pad rests on the floor and the curved "sword" end fits up into a socket.

Vic made small plastic boats of various types. I agree probably a rudder.

I believe it is called a retractable daggerboard and is used for windsurfing boards made by the Bic company. It may have been used in other applications like SUP''s or surfboards, but pretty certain the primary use was on windsurfing boards.
